An 8:30 meeting with bipartisan leaders of Congress to tell them I wanted them to drop their attempts to impose restrictions on me regarding arms when I’m on my way to try for arms agreements with Soviet U. I think I scored.

A busy day—met with Jim Miller on the budget—we run out of money tomorrow night if Cong. doesn’t get off the dime.

Then a signing ceremony making the rose our National Flower—quite a group including the Tournament of Roses (Pasadena) Queen.

Then photos with 23 Gov’s. & Gov. candidates to give them some T.V. footage for commercials. An N.S.P.G. meeting on arms control & how to handle it with Gorbachev.

Then Mr. & Mrs. Yuri Orlov came in. This was a fascinating meeting to visit with this man just freed from the Gulag. We joined a meeting of Human Rts. leaders in the Cabinet room.

Finally Sen. Hecht brought me computerized list of 1,200 Jews who want out of Russia. I’ll take them to Iceland.

Then at 7 P.M. over to the Vista Hotel to speak to the Repub. Govs. dinner. It was a pleasant time & got home 20 mins. ahead of schedule.
