Off early to N.Y.—to present a facsimile check to Mayor Koch for $85 mil. This was 1st installment of $1.3 Bil. Fed. Govt. is putting up to help build the “Westway.” Project has been buried in bureaucracy for 10 yrs. It should create 130,000 jobs. Ceremony was held in yard of Gracie House. While my name was assaulted in the annual N.Y. Labor Day parade by a host of labor leaders—a sizeable group of such leaders was on hand for our ceremony and pretty enthusiastic about it. Many in the crowd wore hard hats & had come from the parade. Mayor Koch was very gracious & very happy. Back to Wash. & a quiet evening.
