President Reagan attends a National Security Council meeting regarding the Soviet position in the Strategic Arms Reduction Talks.
The U.S. Labor Department reports that the nation's seasonally adjusted unemployment rate fell from 9.8% in June to 9.3% in July, the largest one-month decline since 1959.
N.S.C.—Gen. Rowny came by to report on START talks—not much movement on part of Soviets but believes this is due to their preoccupation with the I.N.F. talks. Had a signing ceremony for “Nat. Child Support Enforcement Month.” Met with Secs. Shultz & Weinberger on E. Asia & Pacific affairs. We are all agreed that much of the future lies out across the Pacific. Lunch in St. Dining Room with Hispanic leaders from all over the country—great enthusiasm. In depth briefing in “Situation Room” on Soviet U. Phil & Jo Regan came by for a photo. Cong. Henry Hyde who has been a stalwart for us on Central Am. Off to Camp David.
