A half day with an N.S.C. meeting on our grain sales to the Soviet. I agreed to a 1 yr. extension—our agreement expires Sept. 30. We’ll let them wonder for awhile whether there can be a long term deal. Frankly I want some give from them on their obvious expansionism. Cabinet met on a tough one—I’m still undecided—it has to do with Fed. help on 3 syn-fuel plants being put together by private companies. How do we justify when some companies are going ahead on their own. Lunch was with about 100 newspaper editors & we briefed them on our tax plan. Afternoon to Quantico with Geo. Bush for a horse back ride. Six-thirty a drop by at the annual “Gym Dinner” of the House—Carter never went.
