At staff I brought up my brothers query to me about whether he could go fishing off the Mexican Coast as a guest of a friend who lives there. A couple of years ago some one here in Wash. told him no. I cleared that up—he can go fishing in Mexico. Then some discussion again about the “hearings.”

N.S.C.—Well first some discussion of how to re open negotiations about doing away with the 100 missiles each on China border & ours in Alaska. We wont go public but bring it up in negotiations.

We have a problem with our friends in Canada—they sell natural gas across our border but they pile most of the cost of production into the price they charge us. Top secret—We’ve tapped a line that gives us access to much of Libyas (Quadaffi’s) communications.

Then briefing for interview & interview with 6 foreign press rep’s. in Oval office. This is traditional prior to Ec. Summit. One press rep. from each of the other 6 countries. I think it went well.

After lunch a brief meeting with Howard & Culvahouse & his assistant. This is going to be a weekly thing to give me legal opinions & inside on hearings etc. Then a photo & short visit with His Royal Highness Prince Felipe of Spain. He’s here as a naval cadet on a training cruise (Spanish navy). This was followed by a Pre-Ec. Summit session in Cab. room. A briefing on ec. situation world wide. Then over to C.I.A. H.Q. for swearing in of Bill Webster to be Director. Back to the W.H. for a sneeze shot & a taping session.

An early dinner—Nancy has to drop by a Photographers affair & make remarks.
