A talk about Veto which I’m signing later this morning & did. I.N.F. Helms & others still blocking. Howard B. is going to stay here til end of week to keep pushing. Discussed & approved some Marine Corps promotions.

N.S.C.—Kozak in Panama is dealing with some intermediaries & has been unable to get a closure on the Noriega deal.

A shift in Moscow schedule. Mon. 3 to 4:15 meeting has been cancelled. Then some talk about the communiqué & or possible joint statement.

A meeting with 5 bipartisan legis. House & Sen. A brief meeting on I.N.F. treaty—then into Cab. room for total leadership. A good meeting—reported to them on trip, discussed drug issue & proposed our idea of a joint task force.

Then briefing for interview—it was a foreign press group—5—W. Germany, Italy, U.K., France & Spain.

Lunch with V.P. Meeting with P.F.I.A.B.—short & to the point on where START treaty stands.

Then a Cabinet meeting to report on all those things—very pleasant.

Jesse Helms, Gordon Humphrey, Jim McClure, Steve Symms & our gang in a straight plea to quit blocking I.N.F. & let me take it ratified to Moscow. We’ll see what happens. Upstairs to pack & we’re off in the morning.
