Spent the morning—or most of it—in a meeting with the P.M. his ministers and my cabinet members. We got down to specifics. He opened the whole subject of defense etc. and then stated our position on the Soviet U. and what we intended to do and that we would consult with Japan as our senior partner. There would be no pressure or arm twisting by us—just frank discussion of [how] we can help each other. Saw him off and then took off for Camp David.
