At staff—we had a full plate—Secords testimony that North had led him to believe I knew about the Iran money going to the Contras. Then the run away Bud. resolutions passed by the House & Sen. with $118 Bil. over 4 yr. tax increase. Sen. Hollings trying to hold up confirmation of Webster as C.I.A. director. Nothing done about debt limit. I’ve agreed to promote Jim Hooley to Deputy Assistant to the Pres.

N.S.C.—Report House has passed an amendment that we’d have to abide by SALT II treaty but Soviets wouldn’t. I approved a set of bargaining terms for our Arms negotiators.

Had a meeting with Zbig Brzezinski. He was quite informative about European attitudes. Then to the Rose Garden to meet with Am. Assn. of Editorial Cartoonists. It was a fun time.

Lunch with V.P. on Patio. Then a photo with 38 members of Personnel Department & a meeting with Bob Tuttle. Finally photos—admin. time—The Air Force Thunderbirds. Basketball star of Naval Acad. [David Robinson]. Rcv’d. 1st Atlantic salmon caught off Maine. Then a photo with Diabetes poster child. Went over to the Blue Room with Nancy a reception for “Nat. Endowment for the Humanities”—about 40 people. End of day. Whoa! Forgot that this morning had a meeting with Korean defense minister Lee Ki Baek—a good meeting. He’s really here to see Cap W. about our joint mil. action in S. Korea.
