Well it looks like 3 wks. of budget talks got no where. The Demos. are after a campaign issue & from Tip’s words to the press & Jim Wrights I think it will be that my plan failed (it hasn’t started). Well I’m meeting Tip tomorrow afternoon. The Argentine junta has our latest word but we’ve had no answer. N.S.C. meeting re a master strategic plan. Tom Reed has done a fine job on such a plan. A number of meetings—one with officers of Associated building contractors. They are great supporters & have taxed themselves to set up a training program for construction workers.
