Met with Repub. Cong. Leadership. The budget was the subject. I think they were relieved to learn that I’m willing to compromise some in return for a bi-partisan program. I called Tip O’Neill—I’m not sure he’s ready to give. Tip is truly a New Deal liberal. He honestly believes that we’re promoting welfare for the rich. Al H’s report doesn’t hold out much hope. The Junta is running the show in Argentina but the people when you get behind the phony rallies dont want war. Now the Argentines have invoked the Rios Treaty. Today was Holocaust day (also Hitler’s birthday). It’s always a moving ceremony. Had another press availability in the Rose garden. These are working pretty well. Our new Repub. N.J. caretaker Sen. Nicholas Brady was sworn in today. He replaces Williams (abscam scandal).
