Six yrs. ago today I got shot. Howard, Ken, George & I talked over a few domestic problems. Then N.S.C.—reports we have a big disagreement between Sec. St. & Sec. Defense over S.D.I. & our approach to the Soviets. I don't want it negotiated at all.

Then it was off to Const. Hall to address 3,000 of my appointees. The Cab. & the Army band were all on hand. I was humbled by the warmth of my reception. The morning was a great success.

After lunch a meeting with Emmett Tyrell Jr.

Presented the Boucher Award for management to one of our “Junk Yard Dogs”—my name for our inspector generals who’ve done so much to root out waste etc.

Then a couple of Sen’s. Thad Cochran & Mitch McConnell—separately of course. I’m trying to get their votes to sustain my veto of the Highway bill. I’ve got a chance with Thad but Mitch is hung up on some problems with his tobacco farmers—sounds negative on the vote.

A Personnel meeting with Bob Tuttle. Then a goodbye meeting in a sense with Dan Boorstine—Librarian at Library of Congress. He’s leaving us as of June 15. He’s the 12th since 1800 & one of the greatest in that job. A taping session & upstairs.
