In at 9 A.M. for usual meetings. [. . .] Chiefs of Staff are working on potential targets if we need to retaliate directly against Iran.

A meeting with Repub. Cong. Leadership. I gave an outline of what speech tonite will cover. There seemed to be general agreement that it was on the right track.

Some desk work & a phone call to P.M. Mulroney. I found him in Zimbabwe. He was pleased to hear that I was touching (favorably) on our relationship with Canada. He’s taking some pol. abuse for his strong support of our relationship. There is a Canadian element that sees us as the overbearing colossus. That’s funny too because we are the worlds largest trading partners & we buy much more than we sell to them. Upstairs for lunch & a leisurely afternoon in consideration of tonites address. Walked into the warmest reception from Congress—well the Repub. Congress I’ve ever received at a St. of the U. appearance. Speech was interrupted 39 times by applause. Dems. were if anything more partisan than ever. When they did come to their feet they were obviously being sarcastic.
