Met with reps of small business—a room full—(Cabinet room). They expressed continued all out support for our program. They all represented businesses with less than 40 employees. Working lunch on the weekly issues. Then up to the study to work on St. of the U. speech. My draft from Camp David had recv’d. some additional input from Cabinet members. Dinner tonite downstairs with Dem. & Rep. leaders of House & Senate. Vince Dowling entertained—flew in from Cleveland. It was a wonderfully warm evening. Today was their return from recess. I learned no President has ever done this before.
