Overview
The Ronald Reagan Institute’s National Security Innovation Base (NSIB) Program is dedicated to assessing this important ecosystem, including government agencies and actors, research laboratories, universities, innovative private sector firms, investors, and global allies and partners. The common purpose and coordinated efforts of these key stakeholders are vital to sustaining our competitive advantage and achieving U.S. national security objectives.
NSIB Summit & Report Card
The conversation about technological superiority in the era of strategic competition has led to major reforms and new initiatives aimed at leveraging America’s innovation edge. But as the concept of the NSIB gained prominence, there was no way to evaluate the performance of this ecosystem or assess the impact of reforms.
The NSIB Report Card, published annually by the Reagan Institute’s Center for Peace Through Strength at its NSIB Summit, fills that gap.This first-of-its-kind assessment is a groundbreaking tool for policymakers private sector leaders to understand the effectiveness and productivity of the U.S. innovation base to support our national security goals. The report card also provides recommendations for improvement.
2026 NSIB Summit

The 2026 NSIB Summit will be held March 11-12, in Washington, DC. This event convenes current and former policymakers, military officials, thought leaders, investors, and the most innovative defense industry and technology companies to discuss the important issues facing our nation’s NSIB ecosystem.

2025 NSIB Report Card
The Center for Peace Through Strength published its third annual NSIB Report Card in March 2025. Complete, detailed assessments of each indicator along with policy recommendations can be found in the 2025 NSIB Report Card, which was featured at the third annual NSIB Summit on March 5, 2025, at the Ronald Reagan Institute in Washington, DC.
