Speaking to a sold-out crowd at the Reagan Library on November 20, 2008, Treasury Secretary Henry Paulson noted that the nation's financial crisis is the top priority and that he is confident that bipartisan and global cooperation will ensure surviving the difficult journey ahead. "Our first priority is on stability and recovery," he said, "and then we will need to repair our financial system and the global system to prevent this from ever happening again."
