Ronald Reagan Civil Discourse Program
About
The Civil Discourse Program was founded to develop engaged, informed, and skilled students who model civil discourse as a hallmark of American democracy. We support students who can effectively use logic, evidence, and personality to communicate their ideas and respectfully persuade others, just as Ronald Reagan did throughout his life, through three competitive opportunities.
About Extended
Civil discourse is an essential skill at every level of education. Students must learn how to listen carefully, reason clearly, and persuade respectfully. The Ronald Reagan Presidential Foundation & Institute’s Civil Discourse Program brings this work into K–12 schools and districts through a nonpartisan, mission-aligned approach.
Designed to create lasting impact, the program goes beyond a single initiative. It equips the adults who shape school culture, provides classroom-ready resources for students, offers immersive simulations that turn learning into practice, and culminates in capstone competitions that elevate student voice and achievement.
The Challenge Facing Schools and Districts
Across schools and districts, leaders agree that students must learn how to listen, reason, and disagree well. Yet, national experts warn that short-term investments in civil discourse will have a limited impact. Real change requires civic skills woven into curriculum, classroom practice, and student experience.
One initiative is not enough.
A comprehensive approach is required.
THE FOUR-TIER SYSTEM
Civil discourse, taught at every level, practiced every day. Districts and schools can adopt the full continuum or begin with the tier that matches their immediate need. Each component stands on its own; together they form a culture shift.
Why This Works Where One-Off Programs Fail
01 | Non-partisan and values anchored.
Built on shared American ideals of freedom, faith, family, and mutual respect, inspired by the enduring vision of a "shining city upon a hill."
02 | Adults first.
Cultures shift when the educators leading them are trained, supported, and accountable.
03 | Practice over theory.
Lessons, simulation, and competition layer so students truly do the work, not just hear about it.
