Staff & N.S.C. were both short meetings with only routine discussion—We had a meeting with bi-partisan leadership of Cong. at 9:30 in Cabinet Room. First subject was Nicaragua & I explained & George Shultz did also why we felt Cong. should appropriate money for freedom fighters to keep Sandinistas honest during peace negotiations. Then we took up matter of arms sale to Saudi Arabia which Democrats are opposing. Before day was over we made a settlement with Cong. & the sale goes forward.

Later Pres. Kaunda of Zambia arrived. A good plenary meeting in Cabinet room & over lunch at W.H. He’s a fine man now serving as Pres. also of the Org. of African Unity. We have a fine relationship.

After he departed I went to Rose Garden & presented my nominees for Sec. of Transportation & his deputy—James Burnly & Mimi Dawson. Then Personnel Time & Admin time. Rcvd. a bronze replica of the Navy monument—the Lone Sailor. Two candidates one for Special election—congress in Tenn. [Terry Holcomb] & one for Gov. of Miss. [Jack Reed]. Then a photo with Chairman of Black Mayors organization & his wife—Mayor John Smith.

Nancys home & faces—next week a biopsy to determine if she has a cancer in her breast. I wish I could erase the worry which naturally she feels.
