George Shultz was sworn in—a nice ceremony in the Rose Garden. He is convening a small group including Henry K. among others for a skull session on the middle-east. We had a good N.S.C. meeting with the new Sec. attending—his 1st official task. I must make a decision on grain sales to the Soviets. Our agreement expires in Sept. My inclination (very strong) is to extend for 1 year—raise the minimum they must purchase and get the word to them that we could talk a long term agreement if they’d perform a few good deeds like allowing emigration of people now being held because of their religion etc. Off to Camp David.
