Still not quite back on Wash. time. We woke up early. Met with Sen. Baker & Rep. Bob Michel re the compromise “Downpayment” on the deficit. The Dem. House version has more than doubled our proposed cut in defense budget but has drastically reduced our cuts in non defense spending. This will have to be worked out in the conference committee but our Senators have got to stand solid against the House version. Then we had a leadership (Repub.) meeting of House & Senate. Reported on our trip & the Summit. Also gave a run down on Central Am. Then we had a meeting with Cap Weinbergers counter part from Peoples Repub. of China. I’ve signed an order making it possible for us to sell defensive weapons to China. In the afternoon I went over to the E.O.B. to meet with the Nat. Council of Farmer Cooperatives. We’re working closely with them on farm problems. A haircut & now we’re on our way over to George Bushes to drink a birthday toast.
