With maritime challenges mounting in the Indo-Pacific, the Persian Gulf, and the Arctic region, the U.S. Navy faces its most complex and threatening security environment since the Cold War. Secretary of the Navy John Lehman developed a maritime strategy and led the construction of the 600 ship navy to widen the U.S. margin of safety in the 1980s. Now, our elected officials and leading Navy advocates are calling for a return to Lehman's program to meet the security challenges of the 21st century.
